Repair agencies and service centers legally owe you a written invoice for work. They must also note any work done by subcontractors. You're entitled to keep parts removed from your bike and if you don't like an initial written estimate, you can take your job to someone else (provided that you pay a nominal fee) for the estimate.

A repair shop cannot legally do work on your bike until you authorize it.
